I am not Google but I can certainly say that picking each and every ad and reviewing it on daily basis is really a tedious task. That's why Google has this form for everyone online who wants to create a better ecosystem and see user friendly ads, they can report violations directly using that form.

Hello Kevin,
As you know that Google take care of the only landing page URL while approving your ads. Google matches only keyword relevancy with your landing pages and if that look fine they approved it. It doesn't matter to them if either the landing page is a bridge page or a completely informative page.

Sometime I have also faced the same thing in organic result too. When I searched my key term, then Google show me another page in the top and whenever I clicked on that page it redirect to me on the other services page. So from this fact, it is clear that Google consider only landing page, nothing after that.

@pankaj1782 you are 100% right. Google don't have too much free time to investigate the each & every aspects of ads. I think Google's algorithm only match the keywords, ads description and landing page and if they fine them Ok they approved advertiser ads.

Pankaj this advertiser is just misleading and google allowing them .today he change his destination page to this bridge page.
