Did you applied Promo Code? Since how long you ads aren't running? Please contact adwords.

In general, if the system gives you a message telling you than you need to contact Google directly, the best thing you can do is to contact Google directly.

 

If there wasn't a contact link in the message, use the Help link in the upper, right-hand corner of your account to reach out to Google. If there's some kind of technical problem or something, that's going to be your fastest solution.
