Have no idea what we are being penalized for and this form email doesnt make it much more clear either.  Anyone want to take a crack at this since Ive not been getting any responses from Google except for the same email.

can you post your website to look at it as this link sent to you is a generic policy but they should stated the exact reason for your site suspension like

Pop up ads
re directs
which are the most common reasons for Suspension
