Website still blocked in adwords

At this point I am not sure what to do anymore. My website used to be categorized as pure spam. I went ahead and resubmitted the website for review because it was a mistake, the website had good original content, and did not violate any guidelines. The only issue it might have had is lack of content. So I went ahead and filled it up a bit more. Any way I submitted it for review, and got the pure spam revoked. It was still however listed as pure spam under webmaster tools manual action subtab. I waited a day and it finally had updated to showing that it was ok and no longer considered pure spam. I tried to link my adds again to the website, but Adword immediately rejected the website again. I then waited an extra day thinking maybe it was no updated all the way to adword yet. However today it is still showing me the same issue. I have tried resubmitting the Add by editing it, and called an adword rep who walked me through a couple things I could do to make sure that everything was running correctly, and then said he had no idea since it seemed to be a Webmaster issue. 
I just posted this on the webmaster forum page and was told I did everything correctly from there point of view and to post in this forum instead. 
What can I do to fix this? I really do need my adds to start running soon.
Please let me know if there is something I don't know about and have not done yet in order to make this all work.
