Using #No.1 or #Top in header of ads - legal or not?

Hi,

 

One of my competitors are using in headers of ads frazes like #No.1 and #Top. I've report it to support in my country (Poland) and they say its legal... moreover I can use it too. Beacouse I remember it's probably not I've decided to find relevant site with rules, found this and send them back: https://support.google.com/adwordspolicy/answer/6021546?hl=en&ref_topic=1626336

Now they reject ad with #No.1 but they still saying that ad with #Top is correct. In my opinion it's not.
