Trying to request an exception for a blocked keyword

I'm trying to write a campaign using a keyword which AdWords is currently blocking (not obscene, not hate speech).

 

I believe that my company's proposed usage complies with Google policies, but when I tick the "Fix or request an exception" box, nothing happens. The keyword is central enough to the campaign that it would be very difficult to omit it.

 

Is there another way to request an exception?
