Search for a children's product returns an ad for adult parody version?

Just trying to understand how ads are generated based on keywords from my searches. For example, I search for product A, an ad is returned for a retailer that does not sell product A, but lists the product word for word in it's link. Clicking the link sends me to the retailer's page that says "No results for product A. Did you mean product B instead?"

Looking for more details on my ad manager, I am informed that the retailer's ad was shown because it matched my EXACT search.

 

Does this mean the retailer improperly used keywords or maybe just a bug in the system?
