Remarketing list - Disabled due to policy violation

other than disabled due to policy violation, how can a person get a more specific answer on this issue so that one can fix the issue or determine that it can not be fixed and move on. I believe I have all the privacy disclosures properly. is there a google adwords adviser that can help?

Well.. Assuming that the  site  was not disabled, the common reason  for disabling a Remarketing list is that it could reveal sensitive personal condition (e.g. Medical condition). The famous case was about a gentleman who was searching for hearing aid devices, and started to see ads from different vendors (for hearing aids,). Anyone "looking over his shoulder" could infer that he had a medical condition with hearing... (Note: sensitive personal is not limited to medical condition)

What type of remarketing list is it? Can you share the site in question?

its a bankruptcy attorney website, the site has the privacy policy as dictated by the Ad approval Policy and we do not collect sensitive information
Adword policy states
Even if the remarketing list is created without any sensitive information, some types of ad content are still prohibited:

Ads that imply knowledge of a person's negative financial status or situation can't use remarketing. For example, ads which indicate that the person has a "low" credit score aren't allowed in remarketing campaigns. Additionally, sites or apps for bankruptcy information (even with benign calls to action like "get bankruptcy information"), debt consolidation, short-term loans, or credit repair can't be used in a remarketing campaign. Here are some example ads that shouldn't run with remarketing campaigns, as they imply knowledge of a person's financial information:

Remarketing list, of users, visited sites with content about bad credit score,  regardless if you run an active campaign or not -  are not allowed.  You might later use this list to create a campaign,  to users visited the site. Those users who would get to   see the ads might have a bad credit score (otherwise, why would they visit the site). This clearly implies "negative financial status or situation, such as information indicating that a user has a low credit rating or high debt load"

 

PS: Remove the pop-up on the landing page. This is a landing page violation... Smiley Surprised

@MosheTLV is spot on, the implication of financial instability that comes from just being on that list is the issue. Our agency has had a similar issue with a client with a large LGBTQ customer base.
