Thank you for detailing the case;

Indeed, it looks as a violation. 

Having said that, I have seen many violations of this type in non-EN languages.  The best approach, based on my experience,  is to continue and report to  your local Adwords support team,  until fixed.

I know that this could take a while, and could be very frustrating....

Thanks for replying on this.

I am not worried about the "long time", I am worried that it will never be solved. It's been 10 months now while we report this constantly.

The ppl who are doing this have much higher CTR rates than anybody else. They get a lot more clients much cheaper than the correct advertisers. This can be seen directly in the searches. There are about 15 players on this niche and those that don't respect the rules are always on top (there are 2 dishonest players from 15).

There is simply no competition with them. They "heal" and they give warranties for it. Nothing, asbolutely nothing can beat that.

This is my last hope that something can be solved. I appreciate your time on this, but I am very disappointed. Knocking on the same door 100 or 1000 times will have the same results. If the person on the other side wants to open the door, then it will open it after the first knocks.

We simply cannot compete efficiently with somebody that breaks the rules for years. We cannot do it.

Is there anything else we can do?

I'll first need to check whether google I willing to take the case through another channel, or is asking to resubmit using the channels you have submitted until now (though without success).

Update: this competitor has changed the Ad Copy. Now he does not "heal permanently" in his AdCopy, which is definitively a step in the right direction. I have to say thank you! Without your involment, nothing would have happened.

However, on the site, nothing is changed.
