i want to report a ads violation however i cannot submit the report. it always says Please try reformatting.even thought i copied and pasted the url

This error is shown once you copy the wrong URL, or your name is capitalized... (The latter is probably a bug) - try to re-type your name.

So instead of http://m.youtube.com it should be www.youtube.com

Why is this still broken?

It seems extremely unlikely that Google has any interest in accepting reports of bad ads if the process is so buggy and never gets fixed.
