Hi,
 
I can't see exactly where the issue is on my landing page. I've been through the policies, but I have no idea where to start to fix this problem. We provide free Credit Reports if anyone wishes to sign up, and free assistance and evaluation of their credit report.

As I've never come across this issue, I'm probably not the best person to advise you right now.
However if you can't see anything on your site that violates the policy, then it might be worthwhile submitting your site to Google for review -> https://support.google.com/adwords/contact/site_policy?utm_source=policyhc&utm_medium=contact_site_r...

My best guess - they are wanting to see a privacy policy. You refer to it in your T&C but there is no link to it.
