One business renting multiple adwords accounts

This just came across to me today and I want to verify a few things.

 

What if a business with one Google Adwords account (say Account X) rented 2 or more adwords accounts (which are maintained by other people: account A, B. C, etc ) to advertise the same business of Account X, is this a violation of any existing policies?

Hi Junilo,

Account X, A, B, C must use different websites in Adwords otherwise the account or website may get suspended.

If the same business entity promotes same or similar products or services, using different accounts - this  is a violation.
The question asked in not whether the different domains  are used - but what products are sold. 

For SMBs the rule which applies is: one business--->> one account
