Dmitry,

As per my knowledge its not possible to exceed the character limit even if you use DKI.
because in DKI if keyword length exceeds the 25 limit your default text will appear as title.

and also the image i have shared is a SERP of "buy Catalytic Converters"
and the Ad which have title having more then 25 character is titled "Cheap Catalytic Converters‎"

Ahmed,

Still the Image i have shared is the SERP of search query "buy Catalytic Converters", and the Ads highlighted have title "Cheap Catalytic Converters‎" (26 characters) so i assume they are not using DKI?

How come they are able to show a Ad title of 26 characters?

Dmitry,

I agree with Ahmed, DKI make your ads headline longer. I am generally using the DKI in my campaign its very interesting that it makes the headline longer. As DKI automatically puts keywords in the headline, so Your headline would appear with Your keywords that triggers the ads.

Please refer the below link for more info:-

You can see the example which has 29 character in headline.
