No idea why I was suspended[ Edited ]

I created an Adwords account about 2 years ago. The ads were not approved and I never cared to proceed or fix them so I kind of abandoned my account. I believe the problem was I used a street intersection as my address instead of an actual address. Back then I think a physical address was required for local ads and I didn't want to make my address public. But I don't think this is a requirement any longer; at least not as far as I can tell.
Anyway, I recently decided I wanted to restart advertising on Adwords and created some new ads that I believed to be in full compliance with Adwords policies. But I kept seeing a message at the top of my screen indicating my Adwords account was suspended because of suspicious billing activity, or something to that effect. The credit card I had on file from two years ago expired so I updated it and received an email saying that I could start advertising. But I couldn't because the message about suspicious billing remained. I even received a new Adwords promotional code in my email which I couldn't use either.
So I used the online form to contact Adwords support to find out what the suspicious billing activity is. I didn't see anything odd on my end but I was concerned that Google identified suspicious activity. Perhaps someone was trying to use my credit card without my knowledge, in which case I should cancel the card.
Anyhow a few days pass and I receive an email that says "Our specialists have re-reviewed the account and confirmed that it is in violation of our AdWords policies. Since this decision is final, the account will not be reinstated. Please avoid creating additional AdWords accounts, as they will be subjected to the same suspension. Our support team will not be able to give you any more specifics on the suspension."
SAY WHAT? Confirmed that tis is in violation of Adowrds policies? I was told there was a billing issue, not a policy issue. Had I been told what policy I was violating I could have easily fixed it. But at no point was I aware of any policy violations.
For the life of me I can't imagine what policy I could be in violation of.
My understanding is that permanent bans like are only for serious policy violators or repeat violators. I've never even had a single Adwords ad run. I operate a legitimate business, there is nothing shady about my business or my ads. Perhaps there truly is a serious billing problem but if that's the case I should be made aware of this so that A) I can fix my Adwords account and B) Because I should know about it so I can take precautionary measures to protect myself.
There has got to be a way to get some answers. To resolve the problem. And to get this suspension lifted. It's very frustrating because I have no desire to violate Google's policies or even toe the line.
Is there anyone here from Google that can please help me?

You are not going to like the answers, but I will attempt to explain it the best I can, without having access to your account, data or anything or emails you got from Google. I am not passing judgement on yourself, your motives or reasoning, I am just trying to give you an Understanding. So don't shoot the messenger, I am just trying to give you a clearer picture. OK. I am sorry this situation happened to you. An I know you are upset.

1) You created an account 2 years ago. Your ads were disapproved, and you abandoned the account. FACT.
Google send you emails about your Disapproved Ads and requested you fix those ads with the warning message that failure to do so could jeopardize your account, You were given the reasons at that time. You chose to ignore them. Your account, even though not running ads, is considered LIVE until you cancel your account. You probably got several more emails about fixing your ads. You ignored it.
When you violate these policies, we'll generally email you with a warning and a chance to fix the problem. If you repeatedly violate our policies, however, we may suspend your AdWords accounts. And if you violate our policies in a very big way, we may suspend your accounts right away, without prior notification, to help protect our users.
Help prevent a suspension
- Every time your ad or site is disapproved, fix the violation as soon as you can. If you strongly believe that there was a mistake, contact the AdWords support team.
Based upon your Inaction, you continuously broke policy according to the system.
Based on what you were attempting to advertise, only you and Google knows and the emails you received in the past state the issues. Which Brings the situation into another category.
If you ads were disapproved for something simple as a bad URL or using a character out of place or something like 404 errors. Then not a big deal and no Formal Banned would have been implemented.
We can only assume the Ads were for something that Google Strongly disapproves of, or a method in which was attempting to GAME the system. Only You and Google knows.

The Strongly worded Final review and Final Decision pretty much sums it up. The Policy violations from Day ONE were pretty bad.

I am sorry that this happened to you but it is what it is. Since this decision is final, the account will not be reinstated.
