Landing page question - geolocating visitors ok?

Excuse me if this is a stupid question - but I setup a campaign for a client and developed a page that automatically provides the user with the most relevant data related to their location via geolocation.  I can't seem to get any clicks anymore - and despite my ad "showing" when I check on the ad preview tool - I suddenly can't buy visits. 

Am I missing something?  Is using geolocation on the landing page against the tos?

When you hover with your mouse over the "speech bubble" next to the ad status - what message do you get?
