Positive, it is, in case you define a conversion as a sale. However, it's just one of your options since you may define various other conversions like newsletter sign-ups, downloading a file, registering with website, asking for additional info etc.

But if  you by "CPA program" is referring to the campaign level option to "focus on conversions" (conversion optimizer) with a CPA-target you do actually still pay per click. Google promises to do its best to reach your goal, nothing else

Hi David,

 

Even Google is offering a genuine CPA (Cost-Per-Action or Acquisition) Program though it's outside AdWords. GAN uses affiliate ads to generate consumer traffic and pay only for conversions. Please refer to the website linked-to below.
