Any idea what is the reason and how to fix this ??

To diagnose your issue, I'm going to need a little more details....

 

How is your targeting set up?

is your campaign and Ad Groups enabled?

what is your ad scheduling set up as?

If you are using remarketing, what is your list size? 

 

If you could provide me with some more information on this, it would be much appreciated.

- Placement Targeting but only 4 websites in Kuwait.

 

is your campaign and Ad Groups enabled?

- Yes

 

what is your ad scheduling set up as?

- it's an ongoing campaign (all day)

Make sure your date range is set to all time.

Have you ever accrued any impressions?

Raise your budget, and/or set your bids to your daily budget.

Make sure you have both text, and display ads (Display ads in all sizes and both types).

If you still haven't accrued any impressions, then you may not be able to show ads the placements you have selected.
