How to get a human on the phone to discuss my suspended account?

I own a visa and passport service and Google has repeatedly denied my ads and finally suspended my account for "suspicious or untrustworthy promotions". I did this same business for 9 years in another state and am trying to get back into it. We are a perfectly legitimate company offering a service for a fee by expediting processing of travel documents. I have written Google twice and never get an answer back, and when I did get a human on the phone, he said that the computers decide. I keep getting emails saying that my ads/site violate the guidelines but never pin points the exact problem. I need to advertise in order for people to know we are here. Any suggestions?

I have found it really it does take a few times and a few different people before you get what you need to know. Just make sure you have your Customer ID ready.

Google usually does not reply to calls once an account is suspended.
