How can Google know the QualityScore just after first post

I just created a new campign in AdWords Editor. Just after posting it for the first time, I can already see the QualityScore. How can Google know it, I thought QS was based for most part on CTR?

When you create a new account and start including keywords, your initial Quality Score is based on how other advertisers have used those keywords in the past and based on that, Google comes up with Quality Score ranging from 1 to 10.

Once your account start accruing data, Quality Score might change based on how your account is performing in terms of CTR, relevancy etc...because this is dynamic in nature and is calculated everytime the user search query is matched with the advertiser's keywords.
