Has anyone had an issue with someone double serving ads?

I have seen one company in particular that has 4 different ads on page one for keyword VA HOME LOANS. They have different URLS but they all end up at the same company ultimately. How can this be fair?

There incidents where advertisers "escape the radar" of the Google's bots that scan ads /URL

If you find a case of a Policy violation that you think should be investigated you can report :

Is each website its own? i.e. are they all independent from one another or do they share any similarities, layout, content, graphics etc?
