Getting: "Flash image is not allowed" when trying to upload ad.

I'm trying to submit a SWF that is less than 24 FPS and now I'm getting this upload rejection message: "Flash image is not allowed." There's nothing in the image that flashes. There is one line of text that rotates to different words, very slowly.

Hi I've seen this issue before we used a subtle change in colours on one of our call to action buttons and saw the same message. 

 

Even though it's not in flash, it's probably an issue with your line of text that rotates. Try editing your file and disabling the rotating words and you'll probably be allowed to upload it. If that's the case you might need to re-visit your line of text that rotates.

Double check; Google considers a change in colors as "flashing"

Can you still upload SWF (Flash) files? I thought ads all had to be zipped HTML5 files now.
