Gambling Certification

I'm not sure where to direct my question so I'm trying here hoping you can point me in the right direction.  I work with a partner of mine and they gave me permission to promote their products online via Google search.  Google is stating that in order to promote this product I need to get a gambling license since with this product people are playing fantasy sports for money. What are the requirements to apply for a license knowing that I don't own or operate a casino and I'm just an online marketer looking to promote my partners product online to acquire new users.I don't accept money from these users in any form.  I'm just looking to get registered so that if you go to Google and do a search for "cash fantasy baseball leagues", I can have my partners listing show up on the right hand side under "ads". Google is stating that I need a gambling license to do this.  'm from NY so does that I mean I have to contact the NY Gaming Commission board and try to get a license?

Create an adwords account under there Official Google Email account, to gain the Adwords customer ID, and I would assume your client would need to fill out the form,.

I think you may want to call support and connect with the Policy reps to make sure all your ducks are in a row, prior to doing anything.. Explaining country, targeting country etc.
