Hi,

Google doesn't allow websites whose primary purpose is to collect personal information. The main goal of your website is collecting personal information, you need first to explain your products or services before asking visitors to fill out forms sharing their own information and make it clear why you’re asking for it and what you’ll do with it.

Here's more detail about information harvesting and what you can do to fix your suspended site:-

In none of my landing pages where ads are disapproved, I am asking for personal information. All landing pages give information only and no personal information is asked. From there visitor can go to our home page, where again no information is asked. From homepage visitor may go to other pages where some pages where those who wish to download our evaluation software, are asked for name, email address, phone number etc. Therefore to say the primary goal of our website is to harvest email addresses is not correct, in my opinion. Of course I have no say in how Google defines harvesting. Please have a look:
Campaign URL
Campaign #1 http://www.softoolsme.com/tasuae/
Campaign #2 http://www.softoolsme.com/camsuae/
Campaign #3 http://www.softoolsme.com/hruae

I also have some Approved ads in campaign "Campaign #1 (Display only)" albeit with Campaign status "Campaign Paused". Here the url is http://www.softoolsme.com/gulf/uae/timeattendance.htm

I really am unable to see how my site is termed as "harvesting".
I have another campaign called "Cockroach" - with "Campaign Paused" status - which shows all ads under it are approved. This campaign's several ads take you to http://www.softoolsme.com/gulf/uae/HowToGetRidofCockroaches.htm on which Paypal link exists - though as I said, it is (a) approved and (b) "paused".
