Double serving reported for weeks now...

As a Google agency partner we follow the ads of our client's competitors closely. Unfortunately we keep coming across violations of Google's AdWords policy, like Double Serving (or phone numbers in the text ads, to name another one).

 

Although we have reported obvious 'double serving' violations multiple times during the last weeks it looks like Google has not taken any action.

Here's one example: This competitor of our client is using 'Double Serving' most aggressively. The following ads have been served simultaneously on google.at for the keyword 'vienna airport taxi' on google.at just this morning (Wed., 13th of August, 2014, 7:00 am) and have reached position # 1 and position # 6:

As it is so obvious that it's one and the same company advertising one and the same service using just two domains (same ATU company tax number at the bottom of the front page, same phone number to book the service) and as we have reported this for some weeks now I wonder if

 

a) Google might not see it as 'double serving' (which I personally would not understand)

b) how long it takes for Google to notify 'unfair' market players about their AdWords policy violation

Hi, during the last weeks we have reported this specific case thru 3 different channels (in that order):

1. Using the German spoken feedback form (as we are based in Austria): https://support.google.com/adwords/contact/feedback

2. Personally to a Google AdWords specialist

3. Using the English AdWords feedback form: https://support.google.com/adwords/troubleshooter/4578507?rd=1 (which is the more complete form compared to the German one, by the way ... because it requests you to copy/paste the links of both ads (double serving), which you can't do in the German form).
