Double serving or not?
I have a client that owns 3 businesses. They each service the same industry (some offer some additional services not offered at other locations). Each business is a separate legal entity, and has it's own website and shop location.
The nature of the business would require the client to go to their shop. However, each captchment area overlaps one another. Which means their 3 adwords campaigns will compete for the same traffic.
The major difference in product/service comes down to location. Clients will want someone local, or a conveinent stop off to or from work.
With all three sites competing for the same traffic, could this be interpreted as a double serving infringment?
Re: Double serving or not?
There is a possibility of Double Serving but let's back up a second here. Is there any reason why you couldn't run campaigns for each of the three locations from one account? I know there can be but if there aren't any restrictions in your case, you may be able to save yourself some hassle and run all your ads from one account.

Have you thought about having one website and using Location Extensions? Location Extensions will show the address that is closest to the searcher. Then you could serve everything from one Account.
