I want to put this ad up on adwords but do you think it will be flagged for policy violation?

It depends on your landing page.

 

If it is an ebook promising riches, then it will be flagged. Google doesn't like anything in the direction of "get rich quick".

 

However if you are selling franchises, it should be fine.

Thank you for answer. I want to have 2 ad groups with same keywords to test which ad is best. Is it ok to have 2 ad groups with same keywords if one ad group is paused while other ad group is runing?

Hi Val,

 

They are called Ad Groups because the idea is to have multiple ads in them. So you should have one ad group containing closely related keywords, and test a number of different ads (usually 3-4) at once.

 

With the default campaign settings, Google will show the ads that perform best more often.
