I believe that many of them are in violation of the User Safety policy.
And here is the official response from Google:
"We have longstanding policies against ads, websites, and businesses that appear to be generally deceptive or misleading to our users. The primary concern of this space is our user’s safety. Per the User Safety Policy, we we do not allow businesses that we feel may pose a harm to our users.
We take many factors into consideration when assessing User Safety compliance. Our review is extensive and we cover a number of areas to ensure we are reaching an accurate conclusion. In many cases these issues are not fixable, as the fundamentals of the business itself is the primary concern. As always, you can contact support via email or submit a suspension appeal here."

Thanks for this, after posting my question I then found loads of interesting posts on this subject.
As an AdWords agency we have been approached to help a few of these companies, so it was very interesting to know what the tech company needed to do in order to get their house in order.
It also meant that we were very probing about the companies, were they a legitimate business, did they have a UK partner with a real office, were they using other companies brands and logos, did they have the necessary disclaimers, would I trust them with my own money?
I would definitely recommend that UK agencies do their homework because there are meant to be over 5000 tech companies wanting to use Google and they see the UK as a lucrative market.
