Competitor Bidding up page one ads with multiple accounts- Allowed?

Hey all. First time visitor and poster.

 

Question: I have an aggressive competitor who is using multiple sites, forwarding phone numbers and I assume multiple adwords accounts, and bidding up page one for our industries keywords, effectively locking out any competitors.

 

Is this monopoly allowed?
