Can someone help me in regards to my suspended adwords account?

My adwords account was suspended, the reason:
Your Google AdWords account has been suspended because your billing information in this or a related account could not be verified. Learn more 

 

 I really messed up my chances on advertising on Google adwords, . Here is my story... I would really appreciate any advise on this.
 
I had an old account on google adwords that I had set up for my father in law a few years ago. My husband did most of the setting up ads and keywords.  He went out of business for awhile so the account sat unused for about a year.
 
I went back into the account and set up some ads recently for my husbands business, leads have been really slow and we figured we would give adwords a try. Our ads ran for maybe 2-3 hours I think and then the account went under review. I read some information about it and then saw that it was because they would be verifiying the billing information. UH-OH. I went into the billing information and noticed the address was out of date by a year or so. I updated it quickly and then I went to the help tab and decided to chat live to make sure everything was okay. The adwords representative was very nice, and said it takes up to 3 business days, I told her I updated the billing address for our card and she said everything should be fine...
 
A couple days later after the review was completed, I saw that my account was suspended. This was the worst day since we went out of business a couple years ago. Really. We are desperate for leads, we have tried Craigslist for our business and it's just not working. Yahoo and Bing, costs us money but barely any leads unfortunately. From what we remember from using Google Adwords last time, it was GREAT.
 
I decided, I would close this account and open a fresh account and start out new, everything updated from the beginning, CORRECTLY this time, from the beginning. The review happened again, and I was confident this one would be okay. I was right... my ads ran, and we had quite a few business leads within that day and a half. I was so happy, my husband relieved he had some prospective work.
 
Then, suspended. I emailed adwords about 5 times. I received the same response 4 times, and the 5th almost made me cry. I was ignorant enough to call and see maybe someone could help me. No... Smiley Sad
 
I understand after reading more and more about this that I did not follow the instructions, patience has never been on my side. My husband was furious with me for 3 days for ruining this. I just hope I can make this right some how and fix this?
 
Can someone please give me some advise? I would appreciate it so much. I do know I may possibly never be able to use adwords again, but I have a tiny hope that I may be able to fix this somehow? Our website, MudcoDrywall.com if this helps..

Yes, I cancelled the first account after it was suspended and then opened the other one to start fresh.

Hi, I filled in this form, and the last response where the decision was final was the email I received in response....

I filled in three different contact forms, 4 different times.

I know I should not have made another account and waited for the original one to get fixed, but I am really not understanding why the billing information is the reason for suspension when the address matches my card, and a payment was also made, paying for the 5 clicks that I received to my website....
