Can a company have multiple adwords ad's by using different domains?

So I'm working with a client in the let's say hvac space.  We have a good ppc campaign going. I noticed a competitor that is clogging the top 3 spots. 2 of the domains are very obvious the same, different url's but same landing page set up with name.  And a 3rd spot by a outside agency.  I would assume this is not a best practices thing.  What can we do?

This sounds as a violation of the "gaining unfair advantage" clause of the Policy;

You can file  a complaint  and a request an investigation using this link:
