Buying a domain name that someone else owned previously suspended

My company wants to buy a domain name from another company. However we just learned today that they had that URL "site suspended" on their own adwords account.

We really need this exact URL domain name but we are afraid that if we buy it from them we can never run Adwords to the domain with our own account? We do not want to cause trouble but if we buy someone else's site and they had it "site suspended due to policy" will we be able to run campaigns without having our own account have problems if the site is completely different?

Do NOT buy the domain. Until the content on the domain is fixed  to comply with the Policy (if possible at all) it cannot be advertised on Google. Once linked to your account, the account will be suspended.
This is a firm Policy by Google!
