Are you allowed to use a competitors name as one of your adwords?

When someone Googles my company name, an ad for a competing company comes up first. I do not consider that to be an ethical way of doing business.

Hello iglidedawn;

Since you are asking about the practice, I will not get into the specific conditions under which it is allowed. (Unless you are interested - then ask a follow-up)

This is a legitimate business practice, to bid on a keyword that is a competitor name: to get my business ad shown when a user runs a Google search about my competitor.
