Are there any regulations against downright Lying on Sponsored listings?

This is a Google sponsored Listing I found today under the search term second hand wedding dresses:

 

Second Hand Wedding Gowns | SimplyBridal.com

1) The main heading clearly states 'Second Hand Wedding Gowns'

THEY DON'T SELL SECOND HAND WEDDING DRESSES!

 

2) The body of the text repeats this phrase

 

3) The last line states that they are '#1 Ranked Online Bridal Store'

 

HOW SO???? They don't appear anywhere in the natural search results?

 

Google please stop this blatant allowance of deceptive business practices!!
