An Adword search for a brand name appears in a Google Search on a mobile but not on a desktop

When I search for our brand name using Google on a mobile comes up with an Adword link to a company's website other than our own.

When I search for our brand name using Google on a desktop it does not come up with this Adword link.

Should the Adword search results be different on a mobile to a desktop?

I assume that the other company must have commissioned Adword searches using our brand name with the link to their own different website. Is this within Adword policy?

Every auction is unique. 

 

I assume that the other company must have commissioned Adword searches using our brand name with the link to their own different website. Is this within Adword policy?

 

That's not how AdWords works, but yes, bidding on competitor brand terms is perfectly acceptable.
