Advertising Policy - Gaining an unfair advantage - multiple ads

I have submitted an ad violation complaint of a company (my direct competitor) running multiple ads from multiple accounts from which 2 ads appear under 1 search query.  Each time I do a search, my company displays 1 ad and the company in question has 2 ads appear for the same exact service but are listed under separate web sites.  From my understanding, when I read Googles Advertising Policy, this is in direct violation of it (Gaining an unfair advantage).  The violation, however, has not been corrected?  I am confused why Google has a policy against this type of action to help create fairness in advertising but will not enforce or correct the violation.  Does anyone have any experience with this? Am I misunderstanding the policy? Any guidance is greatly appreciated.

Investigating "gaining unfair advantage" is a long process. You'll have to keep submitting the form. I should add, though, that this could take weeks.
