Unfortunately, no, your ad would not be accepted. You're overusing punctuation. Or in google terms "excessive punctuation". Have a read of the linked help document: https://support.google.com/adwordspolicy/answer/6021546?hl=en

You also cannot use the word "best" unless you can prove that you are the best at what your claiming. See the link above for more details.

So, with those guidelines in mind, here's a better way to rewrite your ad:

Buy Food Packaging Online
Buy Pizza,Cake & Sweet Boxes Online.
Bulk & Order Retail Orders Offers!

If I was to write it, I'd ensure that I had my extensions enabled (especially callouts)
So my ad would end up looking like this:

Food Packaging Experts
Looking for Quality Food Packaging?
Pizza, Sweets, Cake etc. Order Online!
-Free Shipping- -Packages to fit any product- 1 Million Customers
5 Stars - "The Best Packaging Online" - packageraters.com

(I didn't check the length and no doubt the descriptions are too long).
However, a good rule of thumb is to make sure that your ads headline and body match the keyword you're bidding on extremely well. There should ALWAYS be a call to action. ALWAYS. "Best Price" does not contain a verb that can be done by the user.

Next up, make sure you test adding the keyword into the display URL as a subdomain or directory.

After that, if you can, add and test as many compelling things about your product in the form of callout extensions.

Finally, and this is MUCH harder than it should be, get a review extension working highlighting a third party review of your product.

It's also vital that you have at LEAST 4 sitelink extensions. in this situation, I'd actually link to the individual cake/pizza/sweet/jar packaging pages. Add in a nice description that's clear and visual too.

Finally, if you're a local business, add in a display extension. All these combined will give your ad the highest chance of being clicked and ultimately, the highest ad rank.

If you're doing searches (in the ad preview tool of course) and you see competitors who are NOT using all the extensions I mentioned above, that is a HUGE opportunity for you to enter that market/auction with an advantage. When you start seeing ad extensions as "required", AdWords becomes AWESOME. Writing ads is tough, but it's worth spending some time getting them right.

Another useful tip for others reading this, there's two books on amazon called "Words That Sell". It's a small little dictionary type booklet that contains variations on commonly used words. It's our AdWords ad writing bible/companion here. Well worth the tiny investment.
