Account suspended - suspicious behavior in the payment activity

I recently setup a new account for my AdWords campaign and since day one I have had error messages. Recently I received an email which said my account and any other accounts I setup will be suspended without any reasoning or explanation. I have verified my billing credentials and everything seems to be in order. I have been writing emails to Google support with no resolution and everytime I call I get transferred to a machine which drops my call.

You can fix a suspended site by following the instructions listed here. Once you have corrected your site, you can submit your site for re-review here

Hi Shanea,

This is the response I got when I submitted my website for re-review.

"Devin, from your email I understand that you are concerned about the suspension of your AdWords account ID: " ". Please accept my sincere apologies for all the inconvenience caused to you in this regard.

I have taken this instance to our specialists for a review. Our specialists have re-reviewed the account and confirmed that it is in violation of our AdWords policies. Since this decision is final, the account will not be reinstated. Please avoid creating additional AdWords accounts, as they will be subjected to the same suspension.

Our support team will not be able to give you any more specifics on the suspension.

We appreciate your understanding and cooperation."

Since my error is billing related I tried to remove and re-enter the payment details for review but that did not help either. What I dont understand is that this is the error that I received but the email talks about policy violations instead and does not clear up where the fault is. 

 

"Your account is suspended - We've identified suspicious behavior in the payment activity of this or your other AdWords accounts. To help prevent any unauthorized activity, we suspended your AdWords accounts. Learn more"
 
Could you please help me find a solution to this problem?

The support team is really the best team to help in these instances. If they said that the suspension is final there is really nothing else that I or anyone else in the community can advise you to do.

The problem here is that this is the only thing Ive received from support. They have not pointed out where my problem is and it is inconsistent with the error that my AdWords account displays. I have been unable to get in contact with anyone from support on email or the phone to understand the problem.

My account says billing problems and AdWords support says that its a policy violation. I'm unsure what the real problem is and if there is one anymore.

Sometimes the system generates both emails. (No idea why that may happen),
It seems that your case is billing. If this is the case, then nothing we could help further.

Based on what you just said, I would recommend that you review our billing policy. However, support is the only team able to help you at this point as no one in the community can troubleshoot personal account problems to protect your privacy.
