2 seperate accounts for same client, but different websites

Hey Guys,

Well, I have a client who advertise through our agency that targets, let's say, keywords list A for Domain A.

Now, he wants another account with which to target same keywords list (keywords list A), but for different domain, i.e. Domain B.

 

The client will use same billing info, company name, same cc etc.

 

My question is whether such a behavior is eligible by Adwords TOS. I mean, eventually he targets 2 different domains. So, for keywords list A he will have 2 different ads in Google serps pointing to different websites.
